Funding available for organizations helping victims of domestic abuse and sexual violence

On 1st February 2020, the Ministry of Justice announced additional one-year funding in 2021/22 to support victims and survivors of domestic abuse (DA) and sexual violence (SV).

 £13.5m of funding nationally will be distributed via Police & Crime Commissioners following an assessment of local need in relation to both domestic abuse and sexual violence support services, including relevant non-commissioned services, to ensure this funding is allocated to most effectively meet local need and demand. A total of £253,863 funding is available for domestic abuse and sexual violence support services in North Yorkshire and the City of York.

To ensure we are allocating the funding available in an open, fair and transparent way, we need to ensure we have undertaken an updated need & demand assessment which also considers the longer-term impact of COVID-19 on both the demand for support and how this continues to be delivered – in order to inform this need & demand assessment and to be considered for receipt of this one-off funding, please complete the attached Funding Request Form and return to me via email at Sarah.Arnott@northyorkshire.pnn.police.uk by no later than 12noon on Monday 15th March 2021; any forms received after this time for whatever reason will not be considered.

To be eligible for the funding, organisations must:

  • be based in England and Wales;
  • provide tailored support services which have the purpose of helping victims and survivors of domestic and sexual abuse to cope with the impacts, and, as far as possible, recover from the harm they have experienced, including but not limited to:
    • specialist support workers such as IDVAs / ISVAs;
    • court support, including family court;
    • face to face or remote counselling for individuals and/or their families; and
    • specialist support for particular groups such as BAME/Disabled/LGBT/male victims.

This includes adults and children; and can be used to support existing clients as well as new referrals.

Child Sexual Exploitation or Abuse, including historic abuse is included within the definition of sexual abuse.

Honour based abuse and Stalking carried out by a former intimate partner or by a family member which falls within the government definition for domestic abuse is also included.

Funding for support for victims of DA in refuge accommodation is subject to a separate funding process run by Ministry of Housing, Communities and Local Government (MHCLG), and this funding cannot be used to provide safe accommodation or support within safe accommodation.

 Funding requests will be evaluated based on the information provided in the attached Funding Request Form using the following criteria:

  • evidence of demand and unmet need for your services - data relating to current caseloads and waiting lists;
  • evidence of gaps in provision specifically for underrepresented victims and survivors such as those with protected characteristics and males and how your proposal will meet the needs of these groups; and
  • evidence of how your proposal will support and enhance existing service provision, avoiding duplication and can be delivered in full over a 12-month period from April 2021 to March 2022.

Funding allocations will prioritise direct service delivery to victims and survivors.

 There is no minimum or maximum amount (up to the total funding available), but please note we may offer only partial funding depending on the number and quality of Funding Requests Forms submitted so please consider how your proposal could be scaled back if necessary to still effectively meet the needs of victims and survivors of domestic abuse and sexual violence in North Yorkshire and the City of York.
