SELBY DC COUNCIL TAX INFORMATION

We’re sending out this year’s Council Tax bills.  It’s the District Council’s name at the top of the bill, although we collect the charge on behalf of all the organisations who receive funding through Council Tax, including the County Council, Police and Fire & Rescue Service.  That means, however, that we get lots of questions about the bills and what it means for people.  We want people to have easy access to the answers they want.

A19 FULFORD ROADWORKS

During the past 2 weeks we have been installing the remaining sheet piles to form the retaining wall to the east of the A19. We have also been preparing for the concrete works which form part of the retaining wall structure.
The piling works have progressed well and the disturbance felt by our closest residents has been less this time. We expect just another 2 days of piling for this phase, to be complete by the end of Tuesday 21st. However we have 6 piles that are refusing to be driven using the equipment we have on site. Unfortunately this means bringing back the noisier 'drop hammer' attachment, used on site during the previous visit. The drop hammer will be used on Tuesday for one day. We apologise for the noise and inconvenience.
The piling rig will be dismantled and removed from site Tuesday and Wednesday. It will leave on several large low loaders. The low loaders have been given official permission by the CYC Traffic Project Officer to turn left onto the A19 after safely stopping the traffic for a short period. They have been advised to avoid the peak hours of 7.30am to 9.30am.
Traffic lights will be in operation on the A19 from 9am to 3.30pm on Monday 20th and Tuesday 21st
The eastern footpath of the A19 will remain closed.

 

WARNING - USE OF TEMPORARY TRAFFIC LIGHTS ON FORDLANDS ROAD FROM MONDAY 27TH FEBRUARY

 

 

 

The temporary road surface being constructed adjacent to Fordlands Road is required to divert Fordlands Road traffic whilst we connect up the embankment drainage across Fordlands Road. Due to the constraints of the site the temporary road surface is only one lane wide and so during this period Fordlands Road traffic will be controlled with temporary traffic lights which will be in operation 24hrs per day for approximately 4 weeks. Once the drainage is through and Fordlands Road reconstructed, traffic will be returned to the road using 2 lanes again.

Barlby Roundabout Newsletter 12. Weeks 23 & 24 commencing Monday 20th February 2017

This is the 12th edition of the newsletter that will keep you up to date with the progress of the roundabout construction on the existing A19/A163 Market Weighton Road junction and also changes to the existing York Road junction.
During the past 2 weeks we have finished the works to the east of the A19 and have commenced on the west side of the roundabout completing the kerb drain, drainage, ducting, installing posts to the new signs and erecting street lighting columns.
We have also commenced extending the central reservation and the kerbs down towards the York Road junction.
During the next 2 weeks we will complete the central reservation, the kerbs on the western side of the A19 and install the new traffic island at the junction with York Road.  4 Way temporary traffic lights will be in operation from 9.30am until 4pm this coming week and some of the following week to complete these works.
This is expected to cause disruption to traffic flow.

WARNING - Night time closure of Barlby Roundabout and Thursday 2nd March and Friday 3rd March. 

 

On the nights of Thursday 2nd March and Friday 3rd March  from 8pm to 6am the roads connected by the new Barlby Roundabout will be closed. This is required to install the remaining 2 drainage crossings safely.
This includes the A19 in both directions, Market Weighton Road and York Road at the junction with the A19.
The diversion signs will direct you to the advised alternative route.
Due to the restriction of heavy goods vehicles on local roads, HGVs will be diverted via the M62, M1 and A64. Other vehicles will be diverted via local roads.
Night time closures will continue the following week to complete the surfacing and road markings.
We would also again like to advise vehicles to slow down when approaching the ramps onto and off the new areas of surfacing as directed by the signs.
Please also be mindful of the temporary enforceable reduction in the speed limit of 60 mph to 40 mph to protect our workforce.

WARNING Traffic disruption expected from Thursday 16th February 2017

 

This is an interim edition of your regular newsletter to provide you with information regarding the temporary traffic layout around the partially completed roundabout.
As from Thursday 16th February temporary traffic lights will be in operation during the day from 9.30 until 4pm to enable our workforce to safely complete the remaining kerbs and tie in  works at Barlby Roundabout.
You may have experienced the traffic disruption when the temporary '3 way lights' were previously in operation.
This time '4 way lights' will be in use. We expect the disruption to be considerable and would advise you to seek alternative routes around the area if possible. Please factor in some extra time for your journeys, especially those collecting children from schools at the end of the day. 
We will endeavor to keep this period of disruption as short as possible but expect the 4 way lights to be used for about 7 days during off peak times on week days.
Please be mindful about the new temporary road layout. The signs and cones will direct you into the correct running lane.
During other times, the traffic flow will be returned to normal roundabout running.

The A19 and Market Weighton Road and York Road will remain fully open during this period.

We would like to advise vehicles to slow down when approaching the ramps onto and off the new areas of surfacing as directed by the signs.

Please also be mindful of the temporary enforceable reduction in the speed limit of 60 mph to 40 mph to protect our workforce.

In order to complete the piling works we need to install  temporary traffic lights on the A19. We need to locate the piling rig on the southbound A19 carriageway to install the section of sheet piled wall closest to the A19. 
From Wednesday 8th the temporary lights will operate on week days, during 'off peak' hours only, from 9.30 until 3.30pm. This is likely to cause disruption to traffic using the A19. The lights will be in operation for 2 to 3 weeks.
The A19 into and out of York will remain open at all times but please factor in some extra time for your journeys, especially those collecting children from schools at the end of the day. Fordlands Road will remain open at all times but is also likely to be affected with disruption to traffic

Barlby Roundabout Newsletter 11. Weeks 21 & 22 commencing Sunday 5th February 2017


This is the 11th edition of the newsletter that will keep you up to date with the progress of the roundabout construction on the existing A19/A163 Market Weighton Road junction and also changes to the existing York Road junction.
During the past 2 weeks we have completed the drainage, ducting, topsoiling and kerbs to the roundabout. We have also been progressing works to the traffic islands.
During the next 2 weeks we will be turning our attention to completing the works to the west side of the A19.  
We will not require the use of temporary traffic light this coming week (week commencing 6th February) however this will change the following week when 4 way temporary traffic lights will be used during the day during off peak hours(week commencing 13th February). This is expected to cause some disruption to traffic flow.
